The State Election Commission (SEC) is a specialized, professional, and\nindependent institution that operates in full accordance with the Constitution,\napplicable laws, and universally accepted international standards and\nconventions. Keeping pace with global trends, the SEC continuously\nintroduces new technologies into the electoral process to ensure that all\nstakeholders have equal access to the exercise of their voting rights, thereby\nfacilitating the successful conduct of elections.<\/p>\n

The State Election Commission maintains 19 regional offices.<\/p>\n

The SEC employs an automated system for verifying voters\u2019 personal data\nwithin the electoral register. Who is Eligible to Vote?<\/h3>\n

Every individual who has reached the age of majority and is registered in the\nelectoral roll, possessing a valid identity card or passport, has the right to\nvote. Voting is conducted in person.<\/p>\n

Upon arrival at the polling station, the citizen\u2019s identification documents are\nfirst verified, after which the voter signs the electoral roll. Subsequently, a\nmember of the electoral board issues a ballot paper, which must bear an\nofficial stamp on its front side.<\/p>\n

Apart from a valid identity card or passport, other documents such as driver\u2019s\nlicenses, health insurance booklets, student or pupil identification cards, and\nsimilar forms of identification are not accepted for voting purposes.<\/p>\n

According to the instructions issued by the State Election Commission (SEC),\nwhen establishing personal identity, the voter is obliged to present themselves\nbefore the electoral board in a manner consistent with the photograph\ndisplayed on the identification document. Representatives of the submitting\nparties and accredited observers are permitted to closely monitor the\nidentification verification process of the voter.<\/p>\n<\/div>\n\t\t\t\t\n\t\t\t\t\t\t\t\t\t

If it is determined that a voter\u2019s name does not appear in the electoral roll\nextracts, the members of the Electoral Board are obliged to direct the voter to\nthe competent regional office of the State Election Commission (SEC) and\n\nadvise them to visit the website https:\/\/izbirackispsiok.gov.mk\/<\/a> to verify their\nregistration status and, if registered, identify the designated polling station\nwhere they are entitled to vote.<\/p>\n

Should a voter listed in the electoral roll be illiterate or have a physical\ndisability, they shall provide a fingerprint of their right index finger in the space\nreserved for a signature on the electoral roll.<\/p>\n

No elector shall be permitted to vote who refuses to sign the electoral\nregister.<\/h6>\n

Voting shall take place behind the voting screen by marking the serial number\npreceding the candidate list of choice, exclusively using a blue ink pen.\nShould the elector make an error, no replacement ballot paper shall be\nissued. The folded ballot paper must be deposited into the ballot box. Under\nno circumstances shall the elector be allowed to leave the polling station\nwithout first placing the ballot into the box.<\/p>\n

Only one elector shall be permitted behind a single voting screen at any given\ntime, except in cases where the elector requires assistance. Persons with\nphysical disabilities and illiterate voters, pursuant to the Electoral Code, are\nentitled to be accompanied by an individual of their choosing to assist them\nduring the voting process.<\/p>\n<\/div>\n\t\t\t\t\t\t\t<\/div>\n\n\t\t\t <\/div>\n <\/div><\/div>\n\n\n

Family and group voting, as well as voting on behalf of another person, are\nstrictly prohibited.<\/h3>\n

Any violation of the secrecy of the ballot constitutes a criminal offense in the\nRepublic of North Macedonia. The Constitution of the Republic of North\nMacedonia guarantees the right of voters to a secret ballot. Family and group\nvoting, as well as voting in the name of another, are expressly forbidden.\nMembers of the electoral commissions are obliged to prevent any attempts to\nbreach the secrecy of the vote.<\/p>\n

Family and group voting, along with voting on behalf of another, constitute\nviolations of electoral rights, undermine the secrecy of the voting process, and\nmay lead to the annulment of the elections.<\/p>\n

Any member of an electoral body acting in contravention of the provisions of\nthe Electoral Code may be subject to a misdemeanor charge and fined in the\namount ranging from one thousand to three thousand euros, converted into\nthe equivalent in Macedonian denars. A fine ranging from seven hundred fifty\nto two thousand two hundred fifty euros, likewise converted into denar\nequivalent, shall be imposed on any individual who votes multiple times or\nvotes on behalf of another person.<\/p>\n<\/div>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\n\t\t\t <\/div>\n <\/div><\/div>\n\n\n

Voting concludes at 19:00 hours.<\/h3>\n

Polling stations shall close promptly at 19:00 hours; however, all individuals\npresent within the premises at that time shall be permitted to cast their ballots.<\/p>\n

Voting may be suspended if order at the polling station is disrupted, until such\norder is restored, in cases of adverse weather conditions or other\nextraordinary circumstances, if police assistance is required to secure access\nto the polling station and such assistance is either unavailable or not rendered\ndespite a request.<\/p>\n

Should the suspension of voting last less than one hour, the voting hours shall\nnot be extended beyond 19:00 hours. Conversely, if the interruption exceeds\nthree hours, voting shall not be resumed on the same day.<\/p>\n

Authorized representatives of candidate lists, observers, and voters present at\npolling stations on election day are strictly prohibited from using mobile\nphones, cameras, or any other devices to photograph the ballot paper. The\nelectoral board is entitled to remove any individual from the polling station\nwho fails to comply with this prohibition.<\/p>\n<\/div>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\n\t\t\t <\/div>\n <\/div><\/div>\n\n\n

Vote Counting<\/h3>\n

The electoral boards shall submit the protocols and other electoral materials\nto the Municipal Election Commissions (MEC) within five hours following the\nconclusion of the voting process. Subsequently, the competent MEC\nconsolidates the voting results, prepares the official protocols, and forwards\nthem to the State Election Commission (SEC).<\/p>\n

The SEC publishes the preliminary election results received electronically on\na rolling basis, while the results from the MEC protocols are published within\n12 hours after the conclusion of the elections.<\/p>\n

The SEC announces the final election results within 24 hours from the day\ntheir finality is established.<\/p>\n<\/div>\n\t\t\t\t\n\t\t\t\t\t\t\t<\/div>\n\n\t\t\t <\/div>\n <\/div><\/div>\n\n\n

Complaints<\/h3>\n

Any candidate list submitter involved in the voting process, counting, and\ndetermination of election results may file an objection with the State Election\nCommission (SEC) within 48 hours following the conclusion of voting or the\npublication of preliminary results. The SEC is obliged to issue a decision on\nthe objection within 48 hours of its receipt.<\/p>\n

An appeal against the SEC\u2019s decision may be submitted to the Administrative\nCourt within 24 hours from the receipt of the decision. The Administrative\nCourt of the Republic of North Macedonia is required to render a ruling on the\nappeal within 48 hours of its receipt.<\/p>\n

Any voter whose electoral rights have been violated during the voting process\nmay file an objection with the SEC within 24 hours. The SEC must render a\ndecision within four hours of receiving such an objection.<\/p>\n

An appeal against the SEC\u2019s decision may be submitted by the voter within 24\nhours from receipt to the Administrative Court of the Republic of North\nMacedonia, which, in turn, is obliged to issue a ruling within 48 hours of\nreceipt.<\/p>\n

The SEC may, ex officio or upon a filed objection, annul the voting at a polling\nstation by decision, in certain cases as stipulated by the Electoral Code.<\/p>\n

An appeal against the decision annulling the vote may be submitted to the\nAdministrative Court of the Republic of North Macedonia within 24 hours of\nreceiving the decision. The Administrative Court is required to act on the\nappeal within 72 hours of its receipt.
